Madrid’s skyline is not burning. Remember that first, because the images coming out of Spain this week make it easy to assume otherwise. What is burning is the ring of dry hillside around it and that distinction is exactly what almost nobody is explaining well.

On 24 July, Spain declared a national emergency as fires closed in on the Madrid region and neighbouring Ávila. Blazes around Villa del Prado and San Martín de Valdeiglesias towns barely 50 km from the capital pushed evacuation orders into communities that have never needed one before. Regional authorities say more than 10,000 people have fled the wider area in recent days. Across the border, France activated the EU Civil Protection Mechanism as a fire west of Bordeaux tore through at least 2,400 hectares overnight, forcing another 10,000-plus residents and holidaymakers out of their homes with almost no warning window at all.

Here’s the number that should actually alarm you more than any single fire: the European Forest Fire Information System (EFFIS) the satellite-based monitoring arm of the EU’s Copernicus programme puts the bloc’s total burned area at 254,388 hectares as of 23 July 2026. An AFP analysis of that same EFFIS data has now ranked 2026 as the second-largest area burned in the EU in twenty years. And summer is only half finished.

What the satellites are actually seeing

EFFIS doesn’t guess. It stitches together thermal-anomaly detections from polar-orbiting and geostationary satellites, cross-checked against Copernicus Sentinel imagery, to map fire fronts almost in real time. The uncomfortable part is what the trend lines show once you strip out the headlines: by 24 June, the EU was already 39% above its 2006–2025 average for that date. By 15 July, the fire count had passed 1,083, more than double the usual number for the calendar point, even though the total hectares burned was still running below the equivalent day in 2025. Fires are starting more often, even in weeks where the acreage looks almost manageable. That’s the hidden pattern satellite data reveals that raw “hectares burned” headlines miss entirely: ignition frequency is rising faster than fire size.

France offers the starkest single-country case. EFFIS confirms the country has burned through more than 42,000 hectares by mid-July, already surpassing its previous full-season record from 2022, and about four times the surface area of Paris. President Emmanuel Macron said publicly that France hasn’t seen fire activity like this since the Second World War. Two firefighters died battling a blaze that broke out near Bordeaux airport, spreading from a car park brush fire into a nearby building with a reminder that these fires are no longer confined to remote forest, but are reaching and effecting infrastructure.

The scale nobody’s tallying yet

Precise figures on destroyed homes and financial loss are still being compiled county by county, and insurers typically take weeks to publish reliable totals, if anyone quoting an exact euro figure right now is guessing. What is verified: one of Spain’s largest-ever recorded wildfires, a blaze exceeding 79,000 acres, has triggered evacuations across 34 villages since 20 July. Near Bordeaux, the Lège-Cap-Ferret fire alone has burned over 3,400 hectares and displaced more than 20,000 people, many of them tourists caught mid-holiday. Wildfires have killed at least 14 people across Europe so far in 2026.

The genuinely under-reported fact: 2025, not 2026, still holds the record. Last year Europe lost more than 1.08 million hectares with Germany, Spain, Cyprus and Slovakia each broke their own national records. This year is worse than almost every year on record except that one. Treat 2026 as “the second-worst,” not “the worst,” and the real story becomes clearer, Europe hasn’t hit its ceiling; it’s discovering it doesn’t have one.

Madrid’s quiet exposure

Madrid itself isn’t the fire zone, but its water and power grid draw from reservoirs and transmission corridors running through exactly the hills now burning in Ávila and Guadalajara province. A fire doesn’t need to reach a city to strain it yet smoke has already pushed air quality warnings into the capital, and reservoir catchments scorched bare lose their ability to hold rainwater for the following year, a slow-motion effect most residents won’t notice until the next drought.

Climate change’s compounding trick

The mechanism scientists keep flagging isn’t just “hotter summers, more fires” but it’s vegetation feedback. A hot, dry spring dries fuel earlier than usual; that fuel then burns in July instead of September, releasing stored carbon that would otherwise offset a fraction of Europe’s annual emissions. Burned Mediterranean scrubland takes years, sometimes decades, to regrow enough to trap carbon again. Each bad fire season effectively borrows against the next several years of carbon absorption, a debt that compounds quietly while headlines move on.

What the EU is actually building

This is the part most coverage skips: 2026 marks the largest civil-protection mobilisation in the mechanism’s history with 777 firefighters pre-positioned across 12 countries, backed by 22 aircraft and 5 helicopters on permanent standby, the biggest deployment since the scheme began in 2022. Beyond firefighting, the European Commission’s March 2026 strategy shifts money toward prevention: sustainable land management, ecosystem restoration, and a new regional firefighting hub in Cyprus meant to anchor training and rapid response for the whole Mediterranean arc. A dozen new amphibious water bombers are funded and due by 2027–2028, designed to scoop water directly from lakes and coastline rather than depend on ground refuelling with a genuinely under-covered piece of hardware that could cut response cycles dramatically once deployed. The EU is also, for the first time, committing to track long-term health data on firefighters exposed to repeated toxic smoke, an overdue acknowledgment that this job’s damage doesn’t end when the flames do.

None of this stops the fire ahead of Villa del Prado tonight. But it marks the first time Europe has tried to build permanent infrastructure for a threat it used to treat as a bad summer, not a new normal.
