किसी बायोमेट्रिक और डिजिटल रिकॉर्ड के अभाव में आम भारतीय कितना कुटिल हो सकता है यह सब मैंने अपनी आँखों से देखा है। यही निष्कपट भोलाभाला आदमी प्राथमिक विद्यालयों में अपने एक ही बच्चे को चार-चार विद्यालयों में मज़े से दाखिला दिलाए रखता था ताकि उसका बच्चा उसके लिए चार जगहों से सरकारी इमदाद का माध्यम बन सके!

सरकारी कोष अनंत काल तक इस चोरी की जानबूझ कर अनदेखी नहीं कर सकता। इसे ‘फिसकल प्रूडेंस’ कहें याकि कुछ और कह लें लेकिन इतना तो तय है कि कोई भी सरकारी सहायता जरूरतमंद तक पारदर्शी तरीके से ही पहुंचनी चाहिए।

वर्तमान सरकार में तंत्र ने प्रारम्भ से ही ‘घोस्ट बेनिफिशरीज़’ पर नकेल कसने की मुहिम चालू की है, यह मैं बहुत दिनों से देख और महसूस कर रहा हूँ।

लोकतंत्र का आधार है मतदाता! क्या हो अगर मतदाता ही बोगस अथवा फ़र्ज़ी हों? क्या हो अगर एक व्यक्ति चार-चार जगहों से मतदान कर दे और दूसरा व्यक्ति कहीं भी मतदान न करे और उसके नाम पर कोई दूसरा आदमी मतदान कर आवे? क्या हो अगर कोई अभारतीय भी यहाँ के लोकतंत्र का नियंता बन जाए?

चुनाव दर चुनाव मैंने देखा है उन छितराती दलीलों को कि बहुमत प्राप्ति से बनी सरकार महज चालीस प्रतिशत लोगों के पसंद की सरकार है!

क्या सच?

विशेष प्रगाढ़ पुनरीक्षण की प्रक्रिया के दौरान अगर आपने सबकुछ बूथ लेवल ऑफिसर महोदय के ऊपर नहीं छोड़ दिया होगा एवं आपने 2003 की मतदाता सूची अगर देखी होगी तो आपने भी यह प्रश्न खुद से अवश्य पूछा होगा,

क्या यह धोखाधड़ी 2003 तक इतनी ही आसान थी?

सूची में देखिये और देखिये कि वहाँ ‘घोस्ट वोटर्स’ की भरमार है साहब! सम्भव है कि आपके मामा-मामी से लेकर न जाने कितने दूर-दराज के लोग उस दौर में आपके घरों से वोटर बने बैठे रहे हों? जानते हैं इसका अगला चरण क्या होता रहा होगा? ‘वोटर इंपर्सनेशन’ अर्थात फ़र्ज़ी वोटिंग! क्या ऐसे वोटर्स को मतदाता सूची से हटा देना वोट चोरी है अथवा वोट शुद्धीकरण?

विशेष प्रगाढ़ पुनरीक्षण इसलिए भी आवश्यक है कि एक वोट का अर्थ वास्तव में एक ही वोट हो, न इससे कम न इससे अधिक और इसलिए भी कि भारत भाग्य विधाता अपनी वंश परम्परा में असल भारतीय हो! याद रखिये केवल भारतीय!

SIR का विस्तार Special Intensive Revision भर मत समझिये यह वास्तव में Securing India Rigorously भी है। यह भी मत समझिये कि यह अभियान किसी वर्ग विशेष को संतुष्ट या किसी की छंटनी करने का प्रयास है बल्कि यह वास्तव में ऐसा महायज्ञ है जिसका साध्य है ‘एक भारतीय एक वोट!’ और इस साध्य में भारतीय होना वोट होने की प्राथमिक शर्त है!

अगर आप अपनी भारतीयता सिद्ध नहीं कर पाते हैं तो आपको यहाँ के लोकतंत्र में हितधारक बनने का अधिकार नहीं हैं। यह प्रगाढ़ पुनरीक्षण इसकी स्पष्ट उद्घोषणा है।

मान कर चलिए कि आपके मतदाता पहचान पत्र की भविष्य में बहुत दमदार स्थिति होने वाली है।

बात किसी राजनीतिक दल के समर्थन अथवा विरोध की है ही नहीं, बात बस यह है कि एक संवैधानिक निकाय द्वारा जो हो रहा है क्या वह उचित है?

लोग कुछ भी समझें मेरे लिए यह पुनरीक्षण किसी राजनीतिक दल का स्वार्थपरक अभियान नहीं अपितु एक स्वतन्त्र संवैधानिक निकाय द्वारा लोकतंत्र के शुद्धीकरण हेतु आयोजित समुद्र मंथन है जिसे मैं उचित भी मानता हूँ और यह भी कि यह कोई भी सरकार या सरकारी निकाय करे, उसे इस महान कृत्य हेतु समर्थन मिलना ही चाहिए!

हममें से अधिकांश वास्तव में अभी इस महायज्ञ का असल उद्देश्य समझ ही नहीं पाए हैं। बूथ लेवल ऑफिसर्स को भी बहुधा यह ज्ञात नहीं कि वे किस पुण्य कार्य के भागी हैं। हर महान कार्य की तरह यह कार्य भी दुष्कर है और समस्या यह है कि उनकी वाजिब समस्याओं का जिक्र भी हो तो अतिउत्साही और आक्रामक जनसमूह उन्हें गालियां देने लग जाता है जबकि तंत्र की सुचारु व्यवस्था हेतु खामियों को स्वीकार कर उनपर सुधारात्मक कार्य करना सही तरीका है।

पोस्ट लम्बी हुई, अब विराम! कहना बस यह कि तमाम शिकायतों और अपनी आक्रामक तर्कणा को किनारे धर हम सभी को इसे सफल बनाना है। एक नागरिक के तौर पर अगर कर सकें तो लोगों का सहयोग करें, सही जानकारी साझा कर उनके अभिलेख दुरुस्त करवाएं ताकि लोकतंत्र में कोई भी वैध आवाज़ ज़रा सी चूक से गूंगी बनने को विवश न हो जाय!

Opposition’s  “Snooping” “Big Boss” “Tracker” Privacy Rhetoric Against Sanchar Saathi App

The Government Department Of telecommunication’s (DoT) directive to all mobile handset manufacturers and importers to sell pre installed Sanchar Saathi app in all new devices within 90 days, has drawn as expected a sharp privacy rhetoric from the Oppositions.

  1. The Modi government’s diktat to all mobile manufacturers to install Sanchar Saarthi app on all new and existing phones is a brazen attack on individual privacy and liberty. No democracy in the world has ever attempted to do so.

The notification issued by the government has no mention of seeking individual consent to install the app or providing the option to delete it at any time. @AamAadmiParty condemns such gross dictatorial actions and demands immediate withdrawal of the notification
stated by Arvind Kejriwal on X.

While Rahul Gandhi, Leader of Opposition in the Lok Sabha, said he would speak in the debate in the House about it, his sister and Congress MP Priyanka Gandhi Vadra called it a “snooping app”.

2. “#SancharSaathi app is yet another addition to the long list of attempts by the BJP to strangulate the voice of the people.
Modi Govt’s unilateral directions to preload this app without taking into confidence various stakeholders and citizens is akin to dictatorship.

3. Big Brother cannot watch us. This DoT Direction is beyond unconstitutional.
The Right to Privacy is an intrinsic part of the fundamental right to life and liberty, enshrined in Article 21 of the Constitution.
A pre-loaded government app that cannot be uninstalled is a dystopian tool to monitor every Indian. It is a means to watch over every movement, interaction and decision of each citizen. This is part of the long series of relentless assaults on the Constitutional Rights of Indian citizens and will not be allowed to continue. We reject this Direction and demand an immediate rollback – stated by Senior Congress leader KC Venugopal on X.

4. Sanchar Saathi mobile application mandate to every mobile phone manufacturer as a permanent mobile feature by the GoI is nothing but another BIG BOSS surveillance moment. Such shady ways to get into individual phones will be protested and opposed & if the IT Ministry thinks that instead of creating robust redressal systems it will create surveillance systems then it should be ready for a pushback! –

Amid the massive opposition parties uproar surrounding the Centre’s directions to phone manufacturers to pre-install the Sanchar Saathi app on all mobile devices, responding to the media’s queries, Government Of India – Dot Minister Jyotiraditya Scindia has clarified that

The digital security of every citizen of the country is our top priority. The ‘Sanchar Saathi’ app aims to enable everyone to protect their privacy
and remain safe from online fraud.

It is a completely voluntary and democratic system – users can activate the app and avail its benefits, or if they do not wish to, they can
easily delete it from their phone at any time.

Public trust in Sanchar Saathi is continuously growing.
Over 200 million people have used the portal so far.
Over 15 million users are connected to the app.
Over 14.3 million mobile connections were disconnected when citizens selected ‘Not My Number’.
2.6 million mobile phones were traced, of which 72.3 million phones were successfully returned to citizens.
40.96 million fraudulent mobile connections reported by citizens were disconnected.
620,000 fraud-linked IMEIs have been blocked.

This initiative is a significant step towards strengthening protection, transparency and a customer-first approach.

India Confirms Rising GPS Spoofing Threats Near Major Airports, Deploys New Safety Measures.

In a detailed disclosure to Parliament, the Indian government confirmed a surge in GPS spoofing and GNSS interference affecting aircraft operations near key international airports — raising red flags over aviation navigation safety in the country.

Civil Aviation Minister Ram Mohan Naidu, responding to Rajya Sabha questions, said incidents have been reported from Delhi, Mumbai, Kolkata, Amritsar, Hyderabad, Bengaluru and Chennai since the DGCA mandated reporting of suspected navigation interference in November 2023.

Aircraft on approach to Delhi’s Indira Gandhi International Airport (IGIA) specifically experienced spoofing during satellite-assisted landings on Runway 10, prompting pilots to transition to pre-approved contingency procedures to maintain flight safety. Rest runways using conventional navigational aids operated without any disruption.

Special SOP Rolled Out for Rapid Reporting

To counter the growing frequency of alerts:

1. DGCA issued an advisory in late 2023.

2. A real-time reporting SOP was implemented on November 10, 2025.

3. Pilots and ATC must now file immediate alerts upon detecting irregular GPS signals.

Officials reiterated that India’s Minimum Operating Network (MON) ensures aircraft can safely operate even when satellite-based systems are degraded.

To identify the source of the rogue transmissions, the Airports Authority of India (AAI) has brought in the Wireless Monitoring Organisation (WMO), which is deploying additional teams and analyzing signal-tracking data from aircraft and airport systems.

Cybersecurity threats are Under Government radar.

Naidu further stressed rising risks from malware and ransomware aiming Indian aviation infrastructure,
bearing in mind that cyberattacks might compound overall operational susceptibility, if left unchecked.

AAI is strengthening digital defenses to comply with guidelines issued by the National Critical Information Infrastructure Protection Centre (NCIIPC) and CERT-In, ensuring the integrity of air-traffic networks and communications systems.

Industry Perspective: A Wake-Up Call

Aviation experts say that while India’s layered safety system prevents operational breakdowns, frequent navigational interference highlights a growing security challenge as airports transition more heavily to satellite-guided procedures.

India joins a growing list of global aviation hubs — including those in the Middle East and Europe — confronting security risks linked to GNSS manipulation and radio-frequency interference.
